Halter with draping neckline

Size XL Wet Seal halter with neckline that drapes in the front. Also has rouching at bottom in front, back, and on both sides. I used to wear this as a "dress" with leggings back in the day however it is too short to be worn with anything see through on the bottom. There are some strings around the seam of the hanger string (see picture) however no seams are coming apart.
