Green women’s wrap dress ILGWU union made USA (SS77)

Vintage ladies wrap dress Union made ILGWU Tag shows no brand Tag is faded and hard to read but I believe it to be: RN 30148 Style 4389 Size 13 Beautiful ruffle detail Sleeveless Rare and unique. Such a timeless and fun look! There are a few light spots (I have not tried to remove them) and some missing stitches around arm openings. Approx flat measurements 17 1/2” armpit to armpit 38” shoulder to bottom
