Green dress never been worn

Green dress - never been worn except to try on. Tulle underneath. Short sleeves. Bags are labeled as 3XL & XXL but did not fit me (XL/2XL) by a good inch, inch 1/2. Despite being labeled as a size up, the dresses are almost exactly the same size... I would say this dress in reality fits a Large or medium.
