Green Pleated Mid-length skirt

This skirt had the tag cut out so I do not know who the designer is or the size. It is an elastic waist (13 inches). I typically wear a size medium and it is too small so I believe it is a small. It is pleated and super cute. It was bought second hand but is in good condition.
