Dressy, short sleeve blue top/dress. Can be worn with leggings or as a dress by itself. This top is from Anthropologie. It’s Dolan brand. The knot top portion is 95% rayon, 5% spandex, the lower silky woven portion is 100% polyester, and also has a flowy twirly look.
