Gorgeous Woven Piece

This is a beautiful piece of jewelry but its size is confusing as it is too short for a necklace and too long for a bracelet. It does not stretch at all. And it is not a headband or hair accessory because there's no stretch... Possibly a Home decor vase accent..?
