Good Luck Gem Floral skirt

Black skirt with elastic waist. Now this is a skirt but I will tell you that I seen a girl at the beach wear it as a top. The top of the skirt is halter top material so I guess that is why she wore it as a top. Only worn as a skirt for me. No stains or tears.
