funkonrose @lisabedrin, the waist approx 26 inches on the Medium. It does have an elastic waist which stretches to approx 38 inches and is approx 31 inches long. Also the other skirt in stock is a large and the waist is approx 29 with elastic up to 48 inches and length is approx 31inches.;)
