Girls crinoline white hoop tulle skirt for under pageant or formal gowns to make them “puffy” or stand out from the individual. There are no tags in this so please see pics for measurements. It is about an inch longer than my yardstick. It does have an elastic waist band so it can stretch a few more inches. It does have some wrinkles from being in storage.
