Is the 6-9 sizes on the smaller end or larger end? would it fit size 10-12?

Top shoulder to bottom hem 10”, sleeves 18” long, chest laying flat 11”. Pants waist laying flat 20”, length 30”, hip 20” laying flat. Lycra stretch fabric
