elishevaa @tiinzer waist is 26" and then I measured the dress circumference right under the armpits-- was also 26". I wore it as a 36B and it fit very well, but I am sure it would also accommodate a C cup, the top part is extremly stretchy and there is extra ruched fabric on that left side. hope that helps! p.s. also comes with a tie (same pattern as the skirt), which I would obviously include.
