mmcumberland @jenntothintn hi! Yes it is stretchy and the waistband is elastic. I feel like it could fit a small- large depending on what size U r(I wear a 28 in jeans and I bought a large as I wanted it to fit a little looser and not tight in the hip area, hope that helps☺️...I'm not sure what the measurements are but I will measure as soon as I get home.

jenntothintn @mmcumberland is it flowy around the hips? Looks like it...I wear a 12-14 but don't like tight skirts since I have a butt and hips...:)

mmcumberland I would say it is flowy yes.... there is a skirt underneath that fits tighter but it is somewhat stretchy... the fabric it is made out of is like a soft knit kind of feel and very light.( but not see through as there r multiple layers )I think the only part that would be tighter on the hips is the elastic band/waist band. Hope that helps a little☺️
