How this fits: the inner section is a wrap style that has the buttons; there are 2 buttons. the outer layer is like an apron wrap style that covers the inner layer. (THERE IS A SMALL TEAR SEEN IN PHOTO - THIS IS HIDDEN ONCE WRAPPED - can be easily sewn) So when you tie the outer second (apron) layer around the waist, it holds in the inner layer….so technically the skirt can fit multiple sizes to an extent….and you don't need to use the buttons on the inner layer
