bellaragz @candlesinmyhead It looks more like a dress but I'm not certain, which is why I listed as both. It could go either way. It looks like a very short dress on me (I'm 5'4") It would look adorable with leggings or opaque tights. Yes there is a gap. There is a button at the collar and the buttons start up again under the bust. You can wear a cami underneath if you don't want to show any skin. I can get back to you with the waist measurement by tonight. Hope this helps.
