I think they could go either way. I wear a 7 1/2- 8 and they were a bit big. The leather is soft and I wore extra socks they didn't make my feet look big, since the leather is soft I could see them comfortably stretching to fit a bigger size.
They are really cute. I still think they are awesome. I just have a boot thing and am getting too many.
