Forever 21 Turtleneck Short Winter dress

Paired with leggings/tights (or nothing) this dress is the perfect starter piece for a winter outfit and a great base color. Dress it up or casual. Wear boots/booties and throw on a scarf and head out the door. I adore this little dress. Great condition.
