Stunning ultra blue Forever 21 strappy maxi dress. Excellent condition. Worn twice. Back ties are fully adjustable and are threaded through a small adjustable loop on the thinner halter strap. Ties can be can be tied or worn loose. They can also be styled in different ways around the dress if you prefer! Ruched bust and back panel for perfect fit.
