Forever 21 Blue puff sleeve tie dress

This dress has only been worn twice! It’s in new condition and has no show of wear and tear. Material is not stretchy, aside from the end of the puff sleeve. It is average length, in height I am 5’7. Measurements: Bust - 51.5cm Sleeves - 54.5cm Full dress length - 79cm
