Forever 21 Blue Ruffle Floral Corset Tiered Y2K Mini Dress Bandeau

This bandeau style top features a coset bodice and a short tiered, ruffle skirt that's made from mesh and tulle layers. This is the perfect vintage Forever 21/ Y2K piece.
