Flutter sleeve shirt

Perfect summer top from Express. Could be worn off the shoulder or not. Flutter sleeve detail. To me this is a “longer” crop top. Def pair with a pair of high waisted shorts or pants and it will make the perfect outfit. Dark blue with thin white pin stripes. Worn once. Size small, true to size.
