Ties around the neck. It has a belt that you can tie at the waist or go without. I took a picture of it both ways. This flirty black dress has ruffles that run vertical from the top to the hem. It is lined with a gold liner. Worn once to a friends rehearsal dinner and purchased at a boutique. This can be worn on dates, out with friends, or dressed up for special occasions.
