Flawed NWT City Chic Dress Plus Size 18

This dress has the tags attached but it does have something on it at the bottom of dress. It is hard. I have not attempted to remove whatever it is. Candle wax?? Price reflects this. This dress is beautiful and could easily be layered to make more modest if you are taller. See photos for details.
