Ribbon waist band, ties in back. Runs big- can easily fit a 4 year old. Cotton lined with tulle type petticoat - 11.5” waist (laying flat) - skirt length from waist to hem 15” and pit to pit is 11” Smoke free pet free home. Small stain on under-layer (see pics)
