What is the waist measurement? Is it elastic please?

@begoniasz Hi! Sorry, I didn’t check my messages yesterday. It is not elastic. It measures 28” to where the snaps & hook& eyes are. It does, however, look like they might be able to be moved to make it bigger by 1.5 - 2” bigger.
