Express columist pants, 0R

Express columist pants, size 0R. These are ankle length on me at 5'6". Rise 8", Inseam 26.5". There are quite a bit of the marks depicted in last pics. I have no idea what it is.. assuming from them being in storage for so long. They are barely noticeable. Price reflecting condition. Worn twice.
