Express Multi-Colored Metallic Top

This is a top/peasant blouse from Express. I think it could be off the shoulder or not. It is black with multi-colored/rainbow stripes. The threading for the stripes is metallic/shimmer-y. The fabric is very thin, this will be great for a hot day. I looked and looked, I didn't see any holes or stains but if I missed something, I'll mark down just in case.
