El Alacran de Durango Ostrich-like blue belt

El Alacran de Durango Western Wear brand. The dots are actual bumps, not a print. A unique style accessory, perhaps with a chunky cardigan. 28 is printed on the belt but am not sure if this is the size. As seen in the photo I measure 30 inches. Please understand all measurements are approximate.
