@phoenix_rose83 sorry I missed your question! It’s 14 inches flat but stretches up to about 18 inches with a comfy stretchy waistband

@phoenix_rose83 no, the top part is a layer of lace over a fairly thick cotton fabric and the rest is one layer. I wore it once without a slip and didn’t feel like I was exposed.
