EUC Seersucker pleated dress

Pleats in the front and back. Very difficult to tell, but I’m pretty sure it’s black and white, not navy. Again, it’s extremely hard to tell, especially when on. Stretchy and has loops for a belt but did not have the belt when I purchased it. Adorable dress that I don’t get the chance to wear enough.
