Very much doubt that this is raffia. Looks like toyo straw, which is a type of shiny smooth straw made chiefly in Japan with shellacked rice paper.

@queenbhoney Well, I looked it up and the Dirfman Pacific Hat company confirms it is made from Raffia straw.
