Dog Reversible coat to rain coat medium

I bought this for my dog but it’s too big. New, measurements in pics, Mine has a 20” girth and 12” length and it’s at least two sizes too big. Velcro allows for even larger. The black and white dots is the raincoat side and when water falls on the dots they change color,
