New with tags. I just have had them in a drawer with the rest of my shorts so they are a little wrinkly. They are a thin, green material (not thin enough that you can see underwear through them!). I bought them with the intention of wearing them, but I definitely am not (and haven't ever been) a size 4 so they never fit. They are perfect for summer with a white or black tee
