Cynthia Rowley brand dress. High gathered neckline similar to halter but same in back and front. Sleeveless. Black background with “painted” tropical print of green and blue purple leaves. Longer midi length with loose ruffle/ flounce panel at hem. Gathered elastic waist with 2 hidden pockets. Great used condition. One loose thread inside near neckline ( see last closeup).
