Black Electra H12 cycling jacket by Louis Garneau. Arms zip off to reveal a mesh backed vest. Magnets sewn into the garment hold the collar and back in place when its zipped together. Excellent length for tall riders. Small pinholes in the front by the zipper, loose threads. see pics.
