Custom Naruto Skater dress

Hi this is a customized skater drees. I'm not too sure the maker of it, it doesn't have shorts underneath, and has a tank top style. I bought this at a convention 10 years ago and wore it once so it's pretty new I originally bought it for 120 I'm gonna put it down alittle. I'm available to bargain anything helps within reason of course
