Cream lace dress size 4 (runs big)

From Dress Barn, I tried it on a few times but have never had occasion to wear it! I am also never a size 4- I'm typically about an 8, and this is a little snug around my arms but fits everywhere else. Definitely runs big for a size 4. There are loops on the side (and a small front center loop) for different size belts. New with tags, see pics as part of description.
