It’s vintage circa 80s /90s Unfortunately it is missing a button where I am pointing. But an easy fix… suggestion to take the lowest button, stitch up that button hole and move the lower one up to the missing spot. Or take the top button and be ok with it not then closing all the way to the collarbone level.
