In good pre-owned condition with normal signs of wear. This skirt was handmade for a Sailor Moon cosplay. Comes with a matching red satin bow. Would be perfect for some Disney costumes as well as so many other ideas! The waist measurement UNSTRETCHED is approximately 13.5".
