I would say it varies. All kids are different. I got them when my daughter was 12 months and only size 5C thinking she would grow into them
And she is now in 8C at 18 months
So already past
For measurements measure the length in inches
And there are a ton of websites that can convert for ya.
I bought them off Poshmark from a mom who ran into same trouble
So neither kid wore them before
