Coconinno dress with tie waist and cute skirt

This is a super cute dress that didn't fit but was final sale so I couldn't return it. I wanted to love it so badly! The black top is a vee in both front and back, and the skirt is a cream/khaki color with black figures drawn all over. It's just below knee length on me, 5'0, and would be above the knee or close to it on anyone taller. NWT, never worn.
