Coccinelle Tote Bag- Black non-leather

This bag is probably 18 years old as I remember when I bought it. Does that make it vintage? It is in great shape except for a small knick on the handle that does not go through to the backside (as shown). Measures 12” across at the top, 15” across at the bottom, depth is 12”, and the bottom panel is 4.75” across making this a stand alone purse.
