sisterzdream @bposhlyfe it would still be a small. The waist band is a stretch band. The the top has a stretch band. The top material is a little on the stretch side. But fitted under the chest area.

sisterzdream @bposhlyfe I would say Medium if you are looking to have that fitted waist but loose Pants Leg look. Then the tip would fit and grip under breast to hold when wearing a strapless bra.
