Charlotte Russe Beautiful Dress or Top!

I don't know if it is a dress or a top but it is very pretty. Something you can't tell by the photo is the entire dress/top sparkles. It has shiny thread in it plus the gems on the chest line. It fits me as both. When I wear it as a dress, I wear leggings with it and it works fine, but I can also wear matching pants with it as well. I purchased this at Belk for a "tasteful" price.
