Ceil Answorth vintage girl's blue and white party dress

Vintage blue and white striped girl's dress. This has a full skirt with a lace-trimmed lining. It has detailed lace around the wrists and a belt that buttons closed and has pleats sewn in. This is in very good condition but the size and material label is too faded to read. I think it's around a size 5 but please see the measurements.
