Cat & Jack polka dot iridescent tulle over pleated velvet skirt. My daughter wore it once for a holiday party. Has a metallic elastic waistband. In like new condition. Size XL for youth 14/16. Waistband is 11.5” without stretching. 17” waistband to bottom. No rips or tears.
