Cartise NWT(?) Beautiful embroidered zip up top

This seems more like a top than a jacket to me. There is beautiful sheer layer over the top. Pit to pit: 18 in Length: 21 I Condition: This appears to be new and there is a tag on it, but not sure if this was in a boutique. I can’t find any wear.
