The waist flat unstretched is 13.5” (27” around).
It stretches to about 34”.
The hips flat are 26” flat maximum. I’m posting pictures.

It’s very accommodating. It fit me back when my waist was 24.5” (how I miss those days!!) and it fits perfectly comfortably now, and I’m around 32”.
