New sealed box. this is an unpainted piggy bank that comes with a paint kit so that your child can paint the piggy bank himself and then use it. the paint however is dried in the container, the entire thing is completely sealed you can just tell by looking at it that it must have been on a display case near window and got too much sun or something. you might be able to add water and it will reconstitute itself I'm not sure. but this listing is basically to buy the bank that your child can paint themselves but you would need to provide the paint. so it's a do-it-yourself kit with brushes and a really cool really good sized Captain America piggy bank that just needs you to provide the paint and the child.
