I think these usually run a half size bigger than regular shoes. So probably best if she wears a 4.5.

@greekchic73 I would say they are for girls of a younger age. I personally have not worn leather/full-sole shoes in years which would indicate to me they are meant for a little girl but I will take another look and let you know.
