is this dress tight through the stomach or more loose? also, what material is it?

The band below the bust is tight around the ribcage, the pleats below the band are around the tummy area are not quite as fitted and become much more flowy the further down they go.
I wore it to a wedding. I'm 5'7 1/2, and at the time, I weighed 130lbs and my bust was a 34B. The top was a little tight but the fabric was forgiving. The fabric is a stretchy polyester of some sort. The dress was worn once. I hope this helps.
